The ground water database application has been a legacy system of the German federal environment agency (UBA) and was converted to a modern web application by ENDA. Due to new requirements regarding data evaluation and QA procedures the former tool encountered its limitations.
UBA wants to enable the federal states to upload their measurement data on their own and to inspect and if need bee fix incorrect values. This leads to a web based solution to keep the distribution efforts small. The development of the web application was carried out using modern and long-lasting tools (3 tier app with Java EE).
In Spring 2016 a new export function was developed and successfully used for the annual data reporting to the EU. It allows the export of nitrogen data in the XML format of DG ENV (EC) (Directorate General of the European Commission).
Currently ENDA consolidates the ground water data in collaboration with UBA and several German federal states. For that purpose some QA tests have been acquired and are being used.
